KEY LARGO – By Steve Gibbs sgibbs@keysnews.com The developers of Fisherman’s Cove a Mile Marker
104 have hired consultants to design a roadway and parking area that would allow pedestrians, bicyclers, and cars
to move between the Caribbean Club and the Marriott Bay Beach Resort without venturing onto the Overseas
Highway.
The proposed multi-use road would require the cooperation and financial input of several business owners, along
the Overseas Hwy on Blackwater Sound, a busy commercial row. The old Italian Fisherman, which is being
renovated as a restaurant, sports bar, and waterfront tiki bar, is scheduled to open later this year as Fisherman’s
Cove.
Several hurdles must be overcome before developers could proceed with the road plan. The Florida Department of
Transportation would have to convey the required right-of-way to Monroe County. The county planning
department would have to design the configuration and the property owners would have to agree to the plan. And
each business would have to pay its share of the road, depending upon the length of its highway frontage.
Effected businesses would include: Marriott’s Largo Key Convention Center at Taylor Point, The Marina Club at
Blackwater Sound, Sundowners, Senor Frijoles, and Cactus Jacks Restaurants, Fisherman’s Cove, Florida Bay
Outfitters, and the Caribbean Club.
County Planning Director Aref Joulani said the plan would create a road for cars, including 37 parking spaces,
flanked by a bike-pedestrian path that would be a prototype for future development. The proposal is also
consistent with one of the goals of the Livable CommuniKeys Plan created during public workshops to include
community input in future growth planning. An objective was to cluster businesses, provide easier access to those
businesses, and insulate residential areas from commercial areas.
Monroe County Principal Planner Alex Adams describes the plan’s link to the Livable CommmuiKeys Program: “This multi-use path study is designed to look at the existing right-of-way and implement the scenic corridor plan,
bicycle/pedestrian overseas trail plan, provide public overflow parking, landscaping, access to businesses, without
reentering U.S. 1…The plan includes areas for landscaping..a parking access lane, bus shelters, and sidewalk
connections to businesses,” he wrote in a memo to the Free Press. Joulani added that the plan calls for between
10-15 trailer parking spaces at the Caribbean Club, one of the Upper Keys’ busiest boat ramps.
“Sooner or later (the Florida Department of Transportation) is going to crack down on the illegal parking spaces
and will be to the benefit of the business owners.”
Meanwhile, the county is looking to build similar connective roads along the U.S. 1 corridor. “We have taken the
initiative to create a partnership,” Joulani said. “If successful, we’ll use this as an example to others to incorporate
this concept into future plans. We hope to extend it north and south in Key Largo and it may be a prototype for
other areas of the county.”
